We recommend using the cross base for placing the flag on hard, flat surfaces, such as indoor flooring, asphalt, or sidewalks. It base is stabilized with weight bags that fill up with water or sand. The ground sleeve, on the other hand, stakes into soft ground, such as grass, dirt, or sand. Easily push the bottom of the stake into the ground while the top section connects to the pole set.
